Graffiti Removal
Responsible Parties
The city's Public Works Department removes graffiti from city owned and maintained public infrastructure and areas within city maintained public right-of-way only. City crews perform graffiti removal on Fridays in the order in which reports were received and as other needs/priorities allow.

Removal of graffiti from private property is the responsible of the property owner.

Removal of graffiti placed on school district property is the responsibility of Rio Rancho Public Schools.

Removal of graffiti from infrastructure such as utility poles and boxes, cable boxes, etc., is the responsibility of those entities that own, install and service such infrastructure.

Please note the city of Rio Rancho has state roads (N.M 528/Pat D’Arco Highway and N.M. 347/Paseo del Volcan) within in its boundaries, which are maintained by the New Mexico Department of Transportation.  In addition, a number of arroyo and flood control infrastructure exists in the city that is maintained by the Southern Sandoval County Arroyo Flood Control Authority.

How to Report Graffiti
If you have observed graffiti with in the city of Rio Rancho, you can do any of the following:
  • Report to the city of Rio Rancho using the city’s Graffiti Removal Form available on the city’s Web site or call (505) 891-7224. 

        If the reported graffiti is not on city owned and maintained public infrastructure and   
        areas within city maintained public right-of-way, the city will report the graffiti in
        question to the appropriate entity so that they can follow-up and address.

  • Contact individual entities and report that graffiti exists on their property/infrastructure. Below is a listing of Web sites for some of the entities that have infrastructure within the city’s limits and would be responsibility for graffiti removal:

        New Mexico Gas Company 
        Rio Rancho Public Schools 
        Southern Sandoval County Arroyo Flood Control Authority (SSCAFCA) 
        New Mexico Department of Transportation District 3 
        Cable One

Graffiti Penalties
Per city ordinance (91.03 and 91.04), all land, including exterior premises and vacant land, whether improved or unimproved, and structures shall be maintained so that they are free from graffiti.

Those in violation of these city ordinances, and do not address graffiti removal within a timely manner, may be issued a notice of violation or citation to Municipal Court by the city's Code Enforcement Division, and be subject to a fine and/or jail time (91.09/150.01/150.99).
