Mayor Thomas E. Swisstack
Thomas E. Swisstack has lived in New Mexico and the City of Rio Rancho for more than 30 years.

He has been in the juvenile justice system for more than 25 years and served as a U.S. federal probation officer, executive director for a drug abuse center, assistant chief of juvenile probation and parole, and director of the Bernalillo County Juvenile Detention Center.

Swisstack currently serves as the Bernalillo County Deputy County Manager for Public Safety.

As an elected official, Swisstack has held the following offices:
  • Sandoval County Commissioner (1987-1994)
  • Mayor of Rio Rancho (1994-1998)
    • Highlights of his tenure included multiple economic diversity projects and land acquisition for the city
  • New Mexico State House of Representatives (2002-2008)
    • Highlights of his tenure included strengthening state DWI laws, securing millions of dollars for Rio Rancho public schools, and improving the state’s juvenile justice system
  • Mayor of Rio Rancho (March 2008 - March 2010 / elected to complete mayoral term)
    • Initiatives included improving resident-city communication; engaging the city’s youth in local government; creation of a citywide infrastructure plan; facility use agreements between the city and school district; development of Rio Rancho’s City Center area; job growth via projects like Hewlett-Packard, and addressing resident concerns regarding such issues as animal welfare, cultural enrichment and aesthetics.
  • Mayor of Rio Rancho (Elected to serve a four-year term in March 2010)
    • Swisstack is focusing on job creation, economic development, resident quality of life, and continuing to work on initiatives and projects that got underway during his last term.
    • 2010/2011 Mid-Region Council of Governments Board Chairman
    • In fall 2010, Swisstack was named by New Mexico IDEA as their "2010 Public Servant of the Year" for his role in economic development in New Mexico.  New Mexico IDEA is a not-for-profit association compromised of community, economic development and development-related professionals from around the state, and is affiliated with the International Economic Development Council.

Swisstack has also served on the Board of New Mexico Correctional Association, the Executive Board of United Way of New Mexico and Who's Who of American Colleges.

Swisstack has a degree in sociology and psychology from the University of Albuquerque and has done graduate work in public administration at the University of New Mexico.
