The purpose of the plan is to guide future land use; improve access to small, narrow lots fronting Broadmoor Drive and Northern Blvd.; and provide design standards for new development occurring along the corridors. The Plan area is generally described as south of Northern Blvd.; east of the Montoyas Arroyo; west of the R.E.A. easement (which runs parallel and east of Palm Dr.); and north of the intersection of Broadmoor Dr. and Loma Colorado Blvd. The Plan area covers Rio Rancho Estates Unit 13, Blocks 111-123, and Tracts W-1 and W-2.
